Those are useful planning signals, not safety clearances: a harbor can be forgiving right up until it isn’t. Early morning is the cleanest practical window. Winds run light overall, from 3.8 to 9.8 knots, with a representative southeast breeze near 5 knots, while the 1.2–1.6 m sea is at its calmest near midnight and builds through the day. In other words, the breeze may look civilized while the longer-period water still asks for attention. The evening major period, 18:03–20:03, overlaps sunset, but conditions should be judged afresh after the day’s wind. No tide data are available, so do not build a plan around a presumed tide turn. The principal tradeoff arrives around 13:00, when gusts are forecast to reach 27.2 knots. That is a very different proposition from the day’s representative 5-knot wind and is reason to keep small craft plans conservative, especially with 1.6 m waves possible. Best bet: launch early, use the sunrise solunar window, and be back inside before the afternoon gusts decide they own the harbor.
